The administration did not explain how Obama's order would modify its view that these targets - as opposed to Islamic State fighters operating in Syria - would not be allowed to "coexist with U.S. forces" in Syria or Iraq.
A senior official said Obama does not believe this order "creates a loophole" that would allow the United States to target or capture suspected militants "who are not affiliated with al Qaeda or a designated terrorist group."
U.S. officials said Obama's letter to Congress will have no impact on existing legislation but would allow administration officials to assess whether any new legislation in the future changes U.S. military's ability to "prevent further acts of international terrorism, or otherwise implements effective oversight laws."
